“It is now universally acknowledged: good education is the deciding factor for a successful career start. (…) This is why it is imperative that the standards of the Common European Framework of Reference for Foreign Languages be universally adopted – both in the teaching of foreign languages and in the definitions of language competence.

And this is the case with telc certificates. Various models for the telc certificates have already been developed which allow testing to take place at schools with minimum effort and expense.
