Co-operating Partners
telc GmbH co-operates with a broad network of institutions. These include governmental ministries, which have entrusted us with the development and implementation of examinations, as well as test providers and publishers.
Ministries
The German Federal Ministry of the Interior, represented through the Federal Office for Migration and Refugees, has, together with the Goethe Institute e.V., commissioned telc with the development of the Deutsch-Test für Zuwanderer A2/B1 (German Language Test for Migrants A2/B1) as the final examination for participants in national integration courses. Subsequent to this, telc GmbH has also been commissioned with the administration and further development of this examination.
The Department of Foreign Affairs has advised their diplomatic missions that the examination Start Deutsch 1 / telc Deutsch A1 is a prerequisite to the issuance of visas for migrants wishing to take up residency with their spouses living in Germany.
Pupils within the Saarland school system can achieve a telc Language Certificate at Level B1 and have it accredited to their school leaving exams. The Saarland Ministry of Education has developed these final examinations together with telc in both English and French.
The Ministry of Education of the State of Hesse has commissioned telc to develop Turkish language examinations especially for school pupils of Turkish descent. This allows these young people to officially document their language abilities.
The Turkish Ministry of National Education is working closely with the German Adult Education Association (DVV) and telc GmbH as part of its strategy for lifelong learning. The goal is a significant increase in the number of foreign language learners who gain certification in various languages through Turkish adult education centres. Alignment with communicative, internationally recognized testing and cooperation at conferences and continuing education events will enhance the quality of foreign language teaching in Turkey.
As of 1 July 2011, proof of German language proficiency at level B1 of the Common European Framework of Reference for Languages will also be required for the attainment of citizenship in Austria. For this reason, the Austrian Integration Fund (ÖIF), established by the Federal Ministry of the Interior, is now offering the German Test for Austria (Deutsch-Test für Österreich). This is a version of the A2-B1 German Test for Migrants (Deutsch-Test für Zuwanderer A2-B1) that has been adapted by telc GmbH for test takers in Austria.
Test providers
The examination telc Deutsch B1, taken to acquire the Zertifikat Deutsch, is offered tri-nationally in co-operation with test providers in Germany, Austria and Switzerland and undergoes continuous development.
Publishers
Publishers of schoolbooks and language learning materials co-operate with telc in the development of textbooks and other material to prepare for telc examinations. Special projects include the development of online assessment tests.
Licensed Partners
telc develops language tests. The actual examinations, however, are administered locally. As leading institutions in their countries, telc’s licensed partners guarantee that telc exams and certificates enjoy official recognition and acceptance wherever they are administered.

Poland
telc certificates are recognised as proof of language competence for civil service applicants. Telc co-operating partners in Poland include the University of Information Technology and Management in Rzeszów (WSIZ Rzeszów) and the University of Łódź.
Switzerland
Nursing personnel require B2-level certification in Italian, French or German. Our co-operating partners in Switzerland, including Flying Teachers, Migros Club Schools and the Swiss Adult Education Centres, administer our state-approved language examinations at the B2 level. Varying according to canton, telc certificates are accepted pre-requisites for Swiss citizenship or entry into civil service.
Hungary
Students attending Hungarian universities must prove foreign language proficiency at B2 level to obtain their diplomas. Secondary school students can gain additional points towards their A-level (final) examinations, facilitating their acceptance into universities and institutions of higher education. Our co-operating partner in Hungary, T.I.T., administers telc exams in Hungary and Romania and supports telc in upholding state accreditation of the telc examinations.
